For the first Time, Armenia Is Establishing a Legal and Institutional Framework for Climate Policy
At its August 21 session, the executive branch approved the draft law “On Climate,” which for the first time establishes the legal and institutional framework for climate policy, outlining the powers and responsibilities of state, regional, and local government bodies.
The adoption of the draft marks an important step for Armenia in ensuring effective action against climate change, promoting technological modernization, and strengthening international cooperation.
With the adoption of the law, Armenia will have:
- Clear goals and instruments for greenhouse gas emission reduction and adaptation policies;
- New investment opportunities through “country-to-country” and “business-to-business” mechanisms, turning emission reductions into a tradable commodity;
- The opportunity to attract additional financial resources from international partners;
- Favorable conditions for exporters in the EU market, considering the “Carbon Border Adjustment Mechanism” (CBAM) to be applied from 2026.
