The Bidder’s qualification requirements
The Bidder should meet the following qualification requirements in order to be eligible for further technical and financial evaluation: 

  • to have  general experience in the requested field (environmental, protected areas, forest areas and other similar);
  • to have an experience of elaboration of Management Plans for protected areas;
  • to have an experience of providing services in the frames of international programs;
  • to have required professional and technical staff in accordance with the requirements, defined by the ToR (under section 5: Service Provider, Personnel and Qualification);
  • The Bidder should have an office/working area and sufficient technical capacities for execution of this assignment (upon Client's request, this can be additionally verified by the Client and Evaluation Committee organizing a visit to the Bidder’s premises prior to the contract award).

The Support Programme for Protected Areas in Armenia (SPPA-Armenia) is part of the Caucasus Initiative, launched by the German Federal Ministry for Economic Cooperation and Development (BMZ No: 2009.6657.2). The Programme is being implemented based on intergovernmental Financial agreements between the Federal Republic of Germany and Republic of Armenia through the Separate Agreement signed between the KFW and Ministry of Nature Protection of Armenia on 28.05.2013.

The Bidder’s qualification requirements
The Bidder should be a non-governmental organization, registered in the marz of Syuniq, Kapan or Qajaran or Meghri regions and meet the following qualification requirements in order to be eligible for further technical and financial evaluation: 

•    The NGO should have at least 5 year experience in socio-economic or community development projects,
•    The NGO should have experience in implementing at least 2 similar to this assignment projects during at least last 5 years.
•    The NGO should have projects’ implementation experience with at least 2 different International organizations or donors during last 5 years.
•    The NGO should have required by this assignment experienced staff, office facilities, computer and other equipment and necessary means of connection and transport. SPPA-A project’s Evaluation Committee has a right to visit the Bidder’s premises to ensure the existence of the above-listed. 
•    Experience with applying participatory approaches will be considered as an advantage.
•    Experience with applying contest and awards approaches will be considered as an advantage.
•    Experience in environmental projects will be considered as an advantage.
•    The NGO’s work experience in Syuniq region will be considered as an advantage.

The Bidder’s qualification requirements
The Bidder should be a legal entity without state ownership shares and meet the following qualification requirements in order to be eligible for further technical and financial evaluation: 

  • To have at least 5 years of experience in conduction of similar studies,
  • To have at least 2 baseline studies experience, at least last 5 years,
  • o have general working experience with Protected Areas,
  • To have professional staff with corresponding education and qualification for this assignment.
  • To have working experience with international organizations/donors.

The Bidder’s qualification requirements
The Bidder should be a legal entity without state ownership shares and meet the following qualification requirements in order to be eligible for further technical and financial evaluation: 

    to have an expert/team with at least 5 years’ experience in conducting field surveys, identifying coordinates for boundary turning points; 
    to have at least 5 years’ experience in production or installation of concrete structures;
    to have an office/working area and sufficient technical capacities for execution of this assignment (manufacturing equipment, transportation, staff and relevant equipment required for field surveys and identification of coordinates for boundary turning points);
    an experience in projects financed by international donor organizations (KfW, WB, ADB etc.) would be an advantage;
    project experience in Syunik Region would be an advantage.
